Usually I see CFLs for $4 or more. Last night I found them for .98 cents at WinCo of all places. It is on Cedar Hills Blvd in Beaverton but they may be at other locations. Last year I found a different odd brand at Fred Meyer for .99 cents.
They do save quite a bit of energy and at .98 cents you can't go wrong. The lights I got last year never had to warm up, which I hate. The only time I could notice a slight warm up was when I had been gone for a few days and left the heater off. It was 53 degrees and I barely noticed the lights brightening over about 10 seconds.
I hope you find this useful.
